In order to implement the deployment requirements of the CPC Central Committee, the State Council and the provincial Party Committee and provincial government on deepening reform and the reorganization and integration of state-owned enterprises, a meeting was held in Jinan on the afternoon of July 26, where Shanneng Construction Group was announced established, and the organizations, cadres and workers at all levels are mobilized to unify their thoughts, enhance their realm, and actively and steadily complete the optimization and integration of the construction sector with high quality and efficiency, so as to bolster the high-quality development of Shandong Energy Group.

Li Wei, Secretary of the CPC Shandong Energy Committee and Chairman of Shandong Energy Group, attended the meeting and made a speech. He said that the optimization and integration of the construction sector and the establishment of Shanneng Construction Group is an important decision made by the CPC Shandong Energy Committee after in-depth research and  consideration, which is a key strategy to optimize resource allocation and ensure the steady development of the construction industry, and is also an important part of the continuous deepening of reorganization and integration. With political consciousness and overall situation in mind, the organizations, cadres and workers at all levels should quickly unify their thoughts and actions to keep in alignment with the decisions and deployment of Shandong Energy Group, and with the requirements on optimization and integration, so as to unite a strong force to promote the high-quality development of Shandong Energy Group.

Li Wei pointed out that, the integration of the construction sector should adhere to the main tone of "optimize the stock & seek intensive, profession and sound development". By positioning itself as "non-core business, service business, complementary and specialized business" serving the main business of Shandong Energy Group, Shanneng Construction Group should stabilize the engineering construction of coal industry, boost the engineering construction of high-end chemical industry, integrate into the engineering construction of coal and power  industry, participate in the engineering construction of new energy industry, and actively make development plan in "four regions" of Shandong, Inner Mongolia, Shaanxi and Gansu, and Xinjiang. And a complete the market-oriented mechanism, contractual management, professional managers and differentiated salary systems should be established as soon as possible.

Li Wei stressed that the reorganization involves institutional adjustment, personnel and asset transfer, business restructuring and other sensitive matters, to which the employees and society pay great attention. Relevant units should bear the overall situation in mind, maintain practical work style and strictly abide by work disciplines covering politics, confidentiality, organization & personnel, finance and etc., and ensure stable integration. It is necessary to strengthen organizational leadership, tighten responsibilities, strictly carry out supervision and evaluation, conduct prevention and control in advance, form the joint work force of both the upper and lower levels to conduct implementation, as well as gather efforts for development, so as to ensure that the integration task is completed with high standards and high quality.

Members of the new leading team should enhance their political leadership, diligent thinking, solidarity and cooperation ability, and practical capacity, adjust their work status in time, integrate into the new company, adapt to the new position as soon as possible, go all out to promote the smooth completion of various tasks during the integration of construction sector, so as to make new contributions to building Shandong Energy Group into a clean energy supplier and a world-class enterprise.

Zhang Baocai, Deputy Secretary of the CPC Shandong Energy Committee, Director and General Manager of SDE, presided over the meeting, and put forward specific requirements.

At the meeting, Zhang Ruoxiang, Member of the Standing Committee of the CPC Shandong Energy Committee and Vice General Manager of SDE read the integration plan.
