On December 23, 2021, the groundbreaking ceremony of “Gansu-to-Shandong 2×1-million- kilowatts Power Transfer Project” was held at the main session of Zhengning County of Qingyang City and the sub-session of Lingtai County of Pingliang City, through video-link at 10:00 am.

Yin Hong, Secretary of CPC Gansu Provincial Committee and Director of the Standing Committee of Gansu Provincial People’s Congress, attended the groundbreaking ceremony at the main session and announced the start of the project’s operation.

Shi Moujun, Member of the Standing Committee of CPC Gansu Provincial Committee, Secretary General of the Committee and Executive Vice Governor of Gansu Province, presided over the ceremony.

Zhou Wei, Secretary of CPC Pingliang Municipal Committee, Wang Xu, Deputy Secretary of the CPC Pingliang Municipal Committee and Mayor of Pingliang City, Zhang Baocai, Deputy Secretary of CPC Shandong Energy Committee and Director and General Manager of SDEG, and Yue Jianghua, Member of the Standing Committee of CPC Shandong Energy Committee and Deputy General Manager of SDEG, attended the event at the sub-session.

At the launching ceremony, Yin Hong, on behalf of CPC Gansu Provincial Committee and Gansu Provincial Government, expressed his warm congratulations on the launch of the Power Transfer Project. The Project represents one of the major projects implemented by the 14th Five-year Plan and the outline of Huanghe River Ecological Conservation and High-quality Development, and also another large-scale clean power transmission project in Gansu, becoming a milestone in promoting the development of Gansu’s energy industry and transmission of Gansu’s electricity to other parts of China.

Zhou Wei continued that the CPC Pingliang Municipal Committee and Pingliang Government will fully support the building of Lingtai Power Plant. The Lingtai 2×1-million-kilowatts Peak Load Regulation Coal Power Project is an important fulcrum for the deepened cooperation between Gansu and Shandong and the implementation of “Gansu’s Electricity into Shandong” strategy. It helps SDEG build an East Gansu Coal Power Base. Upon the completion of the project, it will contribute a lot to the socio-economic development of Pingliang City, the improvement of  resource utilization, the coordinated development of the power industry, the better livelihoods of the old revolutionary bases in East Gansu , and enhanced local development.

Zhang Baocai commented in his speech, in recent years, SDEG has involved itself into the “Belt and Road Initiative” and "The large-scale development of the western region" by actively synergizing regional development planning. Viewing East Gansu Coal Power Base as the strategic support and investment target, SDEG actively participates in the construction of power facilities for transferring the electricity in East Gansu to Shandong and strives to build a comprehensive development demonstration zone that features the integration of coal mining and power generation and the integration of generation and storage of wind power, photovoltaic power and thermal power.

Following the instructions and requirements from governments and party committees at all levels in Gansu, Shandong and Pingliang, SDEG will spare no effort to plan and construct the Lingtai power plant with high quality and endeavor to build it into a model project that is safe, green and highly efficient by cooperating with engineering, construction and supervising entities.

The kicking-off of this project also symbolizes that SDEG has started its construction of a comprehensive development demonstration zone that features the integration of generation and storage of wind power, photovoltaic power and thermal power, and embarked on a new journey of integrated development between enterprises and local economies. This project plays a positive role in promoting the economic and social development of both Gansu and Shandong and contributes to the building of international first-class modern power plants that are highly efficient, energy saving, technologically advanced, safe and reliable.

Leaders from CPC Pingliang Municipal Committee, Pingliang Municipal Government, CPC Liangtai County Committee, Liangtai County Government, SEDG and other relevant institutions attended the ceremony at the sub-section in Pingliang.
