From April 19 to April 20, Zeng Zanrong, Vice Governor of Shandong Province and Member of Party Group of Shandong Provincial People’s Government conducted an investigation in Dongying, during which, a symposium on the development of new energy industrial chain was held and development status for SDE’s offshore wind power was introduced in details. At the symposium, Li Wei, Secretary of the CPC Shandong Energy Committee and Chairman of SDE, presented a special report on the new energy industry, especially the offshore wind power project.
Li Wei commented that the reorganized Shandong Energy Group shoulders major responsibilities of “ensuring energy security and optimizing energy structure and energy layout in Shandong”. With a registered capital of RMB6 billion, the newly incorporated Shandong Energy New Energy Co., Ltd. actively performed its duties as a provincial new energy investment platform and secured breakthroughs in the development of wind power, photovoltaic power and others. The new energy industry has shown a momentum of rapid and comprehensive development.
Li Wei said that, in accordance with the requirements of Shandong Provincial People’s Government and the CPC Shandong Provincial Committee, SDE has actively shouldered its responsibilities and expedited Middle Bohai Sea Offshore Wind Power Project, aiming to ensure a total of 500,000KW power connected to the grid by the end of 2022 and realize full capacity connected to the grid by 2023. The Middle Bohai Sea Offshore Wind Power A Site Project is known to be the first offshore wind power project that has achieved grid parity in Shandong. With a total installed capacity of 501,000KW, it is projected to provide 1.698 billion KWH of clean electricity per year. It only took 99 days for the project to be officially approved, which broke the record for the approval of offshore wind power project in China. The project was officially approved on 11 February and the first pile was sunk on 16 April, which marked the official kicking off for the first offshore wind power project that has achieved grid parity in Shandong.
Li Wei mentioned SDE has been committed to the innovative development of the offshore wind power project. While breaking national records in terms of multiple indicators, SDE strives to build intelligent wind power farms. Through fine calculations and strict control of investment, SDE has been devoted to power parity, which will serve as a model case in the first year of domestic offshore wind power parity. In addition, SDE has adopted the strategy of localized development and prioritized equipment made in Shandong and China in order to fully promote the development of the whole industry chain of offshore wind power equipment in Shandong.
After listening to the report, Zeng Zanrong gave full recognition to SDE’s achievement on developing the new energy industry. He stressed that, as a provincial new energy investment platform, Shandong Energy New Energy has secured sound achievements in the new energy industry by making clear and prioritized plannings and taking swift actions. At present, achieving "carbon peaking and carbon neutrality" is still the strategic objective and task for Shandong. Viewing the development of new energy industry as its priority, Shandong will continue to optimize its energy structure, promote green low-carbon development and offer strong supports in new energy resources granting and project approving procedures. In the next stage, SDE should seize development opportunity, integrate innovation, proceed the construction of key projects and resolutely promote the high quality development of new energy industry. While shouldering responsibilities as the “chain master” of the high-end offshore wind power equipment manufacturing industry, SDE should base on Shandong province as a big picture, continuously tap the resource advantages of Middle Bohai Sea Base, lead the development of the whole industry chain of new energy industry and make greater contributions to the energy security in Shandong and the cultivation of a strong and modern socialist province in the new era.
