On the morning of May 17th, the inaugural ceremony of Shandong Energy Group Northwest Mining Co., Ltd. was held in Xi'an, Shaanxi Province, marking SDE’s landmark step to synergize prime resources and promote the development of Northwest China to form a new pattern. Liu Kai, Deputy Secretary-General of Shaanxi Provincial People’s Government, He Zhong, Member of the Party Group and Deputy Director of Shaanxi Provincial Development and Reform Commission and Director of Shaanxi Provincial Energy Administration, Kang Jun, Member of the Standing Committee of the CPC Xi'an Municipal Committee and Secretary of the Party Working Committee of Xi'an Economic and Technological Development Zone, Chen Pingding, Chief Engineer of National Mine Safety Administration Shaanxi Bureau, Li Zhongping, Vice Mayor of Xianyang City and Secretary of the Party Working Committee of Xianyang Economic and Technological Development Zone, Jia Qiang, Deputy Secretary of the Party Working Committee of Xi'an Economic and Technological Development Zone, Li Wei, Secretary of the CPC Shandong Energy Committee and Chairman of SDE, Zhang Baocai, Deputy Secretary of the CPC Shandong Energy Committee and Director and General Manager of SDE, and Huang Shuxiang, Secretary of the CPC Shandong Energy Group Northwest Mining Committee and Chairman of Northwest Mining, jointly unveiled the plaque of "Shandong Energy Group Northwest Mining Co., Ltd.".
In his speech, Li Wei stated that the Shaanxi base is an important part of the region-based strategic layout of SDE and a continuation of the future industrial development. The establishment of Northwest Mining marks a new height of the integration between local governments and enterprises. SDE will fully support Northwest Mining to become stronger and better, build a new green and low-carbon energy base, and contribute to local high-quality development. As the main organization of SDE's investment, management and coordination in the Shaanxi-Gansu-Shanxi region, Northwest Mining must integrate into the regional development, do more to extend and strengthen the industrial chain, and accelerate professional management, regional coordination, intensive development, intelligent production, and clean utilization. Efforts should be made to fulfill social responsibilities, contribute to local infrastructure construction, poverty alleviation and, and do all it can to increase coal production and supply. Besides, solid Progress should be made to ensure safe production.
Northwest Mining should actively promote green backfilling and mining of gangue, mine water recycling and other environmental protection projects with the purpose of building a batch of green intelligent mines. In addition, Northwest Mining should tap the synergy effect to achieve win-win result, solidly carry out theme training on “be united and forward looking, and seek development with cohesive and concerted efforts”, and accelerate the integration of ideas, culture and management so as to amplify synergy effect and achieve high quality development.
Kang Jun, member of the Standing Committee of CPC Xi'an Municipal Committee and Secretary of the CPC Working Committee of Xi'an Economic & Technological Development Zone, said that in December 2021, Shandong Energy Group pre-empted the its industrial layout in the west where Northwest Mining was incorporated after registration in Xi'an Economic & Technological Development Zone and recognized as the regional headquarter for SDE’s investment and development. The incorporation of Northwest Mining not only lifted the curtain for the cooperative development between Xi’an and SDE but also injected strong impetus for accelerating high quality development for both parties. Kang Jun hoped that viewing Northwest Mining as the the bridge that connects SDE and Xi’an, SDE could integrate resources, amplify advantages and deeply participate in the development of the west region. Xi’an will provide full-cycle services and all-factor guarantees to facilitate the settlement of Northwest Mining and projects implementation in the most sincere manner, fully support SDE in enhancing its strength and size and work cooperatively with SDE to jointly write a new chapter of win-win cooperation in the new era.

Principals from Shaanxi Province, Xi’an, Xianyang, Zibo and relevant cooperative departments, Liu Jian and Liu Qiang, members of the standing committee of CPC Shandong Energy Committee and vice general managers of SDE, attended the ceremony.
It is known that the Shaanxi, Gansu and Shanxi Base is of strategic importance for SDE’s transformation development. In December 2021, Northwest Mining was incorporated through integrating the regional industrial resources of five mining companies affiliated to SDE. This is a necessary and strategic move for SDE to enhance its strength and size as a SOE and to be deeply involved into the “Belt and Road Initiative”, which will help SDE optimize management and control, amplify synergetic advantages and promote high-quality industrial development, and will definitely contribute to the local economic and social development. At present, Northwest Mining possessed 12 mines with a total planned capacity of 43.8 Mt per year.
