On the afternoon of June 2nd, the CPC Shandong Energy Committee convened a seminar on the themed education (third topic) to study and exchange ideas regarding "thoroughly learning and implementing General Secretary Xi Jinping's important remarks on investigation and research, as well as his important instructions and requirements for Shandong's work." The meeting was presided over and addressed by Zhang Baocai, Deputy Secretary of the CPC Shandong Energy Committee, Director, and General Manager of SDE.
Zhang Baocai emphasized that General Secretary Xi Jinping's visit to Shandong provided invaluable guidance from a strategic perspective, precisely identifying the direction of Shandong's development. This serves as the fundamental principle and overarching goal for all our endeavors. It is imperative for all levels of organizations to keep pace with the times, facilitate transformation, and take the lead in promoting green and low-carbon development. Efforts must be made to effectively implement the action plan for “carbon peak and carbon neutrality" and propel the high-quality development of the coal industry. Unwavering dedication to innovation is crucial, with a focus on six leading industries, while also delving into key core technologies, digital transformation and upgrading, fostering innovative enterprises, and cultivating talent through the "four major initiatives." Furthermore, precise integration of the innovation chain and industrial chain, along with continuous improvement of production safety should be prioritized.
Zhang Baocai highlighted the importance of conducting investigation and research throughout the Party, as outlined by the CPC Central Committee, and the requirements of the CPC Shandong Provincial Committee. Shandong Energy has formulated "six regulations for grassroots research by SDE leadership" which provide clear guidelines regarding the procedures and methods of conducting research.
CPC members and cadres at all levels should target key tasks of SDE when conducting primary level research and survey, which should be strategic concerning the overall situation. When doing primary research and survey, CPC members shall formulate countermeasures that help solve complex and challenging problems, provide forward-looking research that reflects the new situations of the new era, follow updates of major projects, provide in-depth analysis on specific cases and implement supervisions, and study new situations and solve new problems by using the innovative theory of the CPC. It is necessary to strengthen the coordination, take a joint method and adopt multiple approaches in conducting research and survey with the goal of better identifying and solving problems for the primary level institutions, and facilitating them in further enhancing strong areas and compensating the weak points.
Zhang Baocai requested that CPC members and cadres at all levels should strive to achieve tangible results in studying new thoughts, uplifting political stance and establishing new achievements, and remain efficient in advancing research and development, rectifying existing problems and formulating regulations and rules. The identified problems shall be listed, rectified and updated on a timely manner. It is requested the CPC members and cadres should generate concrete results through the research and survey program with the goal of contributing SDE power in transforming the old growth drivers into new ones, accelerating high-quality economic development and coordinating development and safety. The ultimate goal is to bring changes and improvement for our staff members.
At the meeting, eight representatives of the thematic education learning group delivered speeches and made exchanges.
Participants of this seminar include SDE senior management, headquarter staff with middle-level deputy management titles and above, as well as the CPC members from the CPC committees under the first batch subsidiaries of this thematic education.
