On 14 July, the Rongxin Chemicals Olefin Project, invested and constructed by SDE with an annual output of 800,000 tons of olefins, started construction in the Dalad Economic Development Zone of Ordos City, Inner Mongolia. This marks a significant step in jointly developing a modern coal chemical industry cluster between Shandong and Inner Mongolia, and extending the industrial chain of "methanol, olefin, and high-end new materials". Li Wei, Secretary of the CPC Shandong Energy Committee and Chairman of SDE, announced the commencement. Also present were Zhang Guangshou, Member of the Party Group and Deputy Director of the Industry and Information Technology Department of Inner Mongolia Autonomous Region, Miao Chengyu, Member of the Party Group and Deputy Mayor of Ordos City, Zhang Xiuling, Party Secretary of Dalad District and Second-level Inspector, and Liu Qiang, Member of the Party Committee and Deputy General Manager of SDE.
Liu Qiang delivered a speech on behalf of SDE. He stated that the project's commencement aligns with the key projects of the Shandong-Inner Mongolia Energy Strategic Cooperation Framework Agreement. This will effectively extend the "methanol, olefin, and high-end new materials" industrial chain, forming a modern coal chemical industry cluster integrating upstream and downstream in a vertical and horizontal way. This is instrumental to promote the clean and efficient utilization of coal, as well as the comprehensive development of coal-based industrial towns, new-quality production forces, and high-quality economic and social development in the region. All parties of the project shall be committed to implementing the "five controls," ensuring efficient, high-standard, and high-quality construction at every stage, and coordinating all project elements to ensure early completion. This move will support Ordos in accelerating the construction of a national modern coal chemical industry demonstration zone and establishing a world-class hub for coal chemical industries.
Wang Xiaoping, the Deputy Secretary of the CPC Dalad Banner Committee, the Governor of the Dalad Banner and the Secretary of the Party Working Committee of Dalad Economic Development Zone, said that the CPC Dalad Banner Committee and the Dalad Banner Government shall stay committed to gathering resources and efforts in cultivating the favorable business environment in Ordos, spare no efforts in comprehensively optimizing and upgrading the regional industrial structure, and develop the coal to olefin, downstream high-end chemical and refined chemical industries with the goal of making it more specialized and much stronger. Thus, this resource-oriented city could embark on a journey of high-quality and transformation development by enhancing the comprehensive utilization of coal.
Located in Dalad Economic Development Zone, Ordos City, Inner Mongolia Autonomous Region, this project covers a land area of 1887 mu, and is designed to build a 800,000 tons/year methanol to olefin plant, a 400,000 tons/year polyethylene plant, a 400,000 tons/year polypropylene device as well as a 15,000 tons/year 1-butene device and the auxiliary facilities. With methanol as the raw material, the project utilizes the MTO technology to produce polymerized ethylene and polymerized propylene monomer, and then through polymerization to produce high density polyethylene and high performance polypropylene products. It is predicated that the project shall be completed and put into production during the "15th Five Year Plan" period.
In the next stage, SDE Rongxin Chemical will actively respond to the new circumstances and new requirements under "Carbon Peaking & Carbon Neutrality". Relying on the super-large coal water slurry gasification platform, Rongxin Chemical will continuously improve the production of chemicals, extend and upgrade the industrial chain of "methanol-olefin-high-end chemicals", transform the regional resource advantages into industrial and economic advantages, promote the high-end, diversified and low-carbon development of coal chemical industry, form large-scale industrial clusters and strive to build a leading coal-based chemical and new material demonstration base as well as an industrial base for clean and efficient utilization of energy.
