Shandong Energy Group 2025 work conference proposed that year 2025 is the key and decisive period of breakthrough for SOE reform deepening and upgrading action, we must focus on enhancing core functions and improving core competitiveness, finding a way out through reform, exploring potential growth from innovation, and carry out activity of “Five Integration and Improvements” as followings in 2025.

First, industrial merger and improvement. SDE will further implement industrial merger, make greater efforts to concentrate on advantageous sectors and build a modern and new SOE. 

Second, human resource integration and improvement. Implement market-oriented labor employment rectification, and build a human resource management system with streamlined organizations, standardized labor employment, coordinated work efficiency, reasonable distribution, and efficient operation.

Third, focusing on state-owned capital investment and the “3+1” main business mix, SDE will carry out “one guarantees and three optimization”, increase the resource factors utilization efficiency and operation management level.

Fourth, improvement on the integration of risk prevention and control. SDE will coordinate development and security, improve the comprehensive risk management system, promote the deep integration of compliance management and business operations, and prevent and defuse risks in key areas such as safety, environmental protection, gearing ratio, investment, and stability in advance.

Fifth, party building and culture fusion improvement. Adhering to the main task of economic development and serving the overall situation, SDE will launch a new round of three-year action to improve corporate culture, and effectively lead high-quality party building to ensure high-quality development.
