On the morning of February 6, the 2026 Symposium for Strategic Clients on Logistics and Trade Linkage, co-sponsored by Shandong Energy Group (“SDE”) and China State Railway Group Co., Ltd., was held in Tai’an. Themed with Join Hands for Sustained Progress, Embark on a Splendid New Chapter, the symposium focuses on high-quality development of road-rail-water multimodal transport and promotes general contracting model on one-order-tailored logistics. Nearly one hundred enterprises and institutions nationwide from coal, power, steel, chemical, port, logistics and other sectors carried out matchmaking exchanges. SDE signed 2026 one-order-tailored logistics general contracting agreements with 21 strategic clients and reached cooperation intentions of 3 million tons, which can cut comprehensive logistics costs for end clients by more than RMB 10 per ton.

Dong Hui, Deputy Director of the Logistics Center of China State Railway Group; Zhao Hongsen, Deputy General Manager of China Railway Jinan Bureau Group Co., Ltd.; Tang Chuanying, Member of the Standing Committee of Tai’an Municipal Party Committee and Vice Mayor of Tai’an City; Li Wei, Secretary of the Party Committee and Chairman of Shandong Energy Group; Zhang Lei, Member of the Party Committee and Deputy General Manager of Huadian Shandong Company; Li Zhongmin, Deputy General Manager of National Coal Trading Center and other relevant leaders attended the symposium.

Li Wei stated that in recent years, SDE has thoroughly implemented General Secretary Xi Jinping’s important expositions on energy security and the strategy of building a strong transportation country, and implemented the decisions and arrangements of the Shandong Provincial Party Committee and Provincial Government. With strong support from the Party Committee and Government of Tai’an City, China State Railway Group and other partners, SDE takes the development of modern logistics and port-shipping industry as a strategic fulcrum to optimize the energy supply chain and serve the provincial economic layout. It has built Yankuang Tai’an Port with high standards. At present, its cargo inbound & outbound volume through the port has exceeded 16.1 million tons, and its business has expanded to Jiangsu, Zhejiang, Shanghai, Anhui, Hubei, Hunan and Jiangxi provinces. SDE actively carries out the port business of pre-sales plus integrated logistics general contracting, cutting clients’ comprehensive costs by 15%, and fosters a new integrated development pattern featuring one port with multiple functions, diversified businesses and diversified models. Going forward, relying on the “Park + Platform” model, SDE will work with all parties to build a win-win ecosystem featuring integration of five flows: business flow, cargo flow, document flow, capital flow and information flow. It will explore more new formats and models for logistics-trade linkage, consolidate cooperative ties and deliver richer win-win results, so as to make greater contributions to safeguarding energy security, smoothing economic circulation and boosting the construction of a modern strong socialist province in the new era.

Dong Hui said that West-to-East Coal Transport and North-to-South Coal Transport, as the lifeline for ensuring energy security in East and Central China, is an important arrangement under the national energy strategy and a core field for all parties to cooperate jointly and shoulder shared responsibilities. Located at an important node of Watang-Rizhao Railway, Yankuang Tai’an Port has made positive contributions to reducing logistics costs and increasing railway transport volume. Next, focusing on exploring logistics-trade linkage cooperation models and building the optimal logistics corridor for West-to-East Coal Transport and North-to-South Coal Transport, we will give full play to the logistics functions of the port hub and coal reserve and blending bases including coal storage, blending, seasonal reserve and peak supply regulation. This enables downstream clients can access coal on demand and put delivered coal into immediate use. Taking advantage of the port hub’s connection with downstream markets, we will jointly develop road-to-rail and rail-water combined transport projects directly serving enterprises with non-power coal demand. China State Railway Group will further deepen cooperation with SDE and relevant enterprises, proactively respond to demands, innovate cooperation models, and jointly build safe, efficient, economical and green energy logistics corridors.

Tang Chuanying said that the road-rail-water multimodal transport logistics park of Yankuang Tai’an Port is a strategic cooperation project jointly planned and promoted by SDE and Tai’an City. As Tai’an’s “golden gateway” connecting inland rivers and sea routes, it unblocks major transport arteries for West-to-East Coal Transport, North-to-South Coal Transport and South-to-North Cargo Transport, greatly cutting logistics costs for hinterland enterprises. With the commission of the Class III to Class II waterway upgrading project of the Beijing-Hangzhou Grand Canal and accelerated construction of the waterway connection project among Yinshan Port, the Beijing-Hangzhou Grand Canal and the Xiaoqing River, the port will achieve leapfrog growth in throughput capacity and surely provide more efficient, convenient and economical logistics services for numerous enterprises. Tai’an will continue to build government-enterprise platform, strengthen service support, optimize the business environment, and fully support enterprises to invest, operate and pursue win-win development in Tai’an.

The symposium presented the development of the Two Ports and One Waterway layout and the port-shipping industry, and awarded titles to 2025 strategic partners. Representatives from Huadian Shandong Company, Huaneng Shandong Fuel Company and Ruixing Group delivered speeches on behalf of clients. Shen Mengru, Associate Professor and Doctoral Supervisor of Beijing Jiaotong University, was also invited to deliver a special report on innovative development approaches for the modern logistics industry.

Zhang Ruoxiang, Member of the Party Committee and Deputy General Manager of SDE, presided over the symposium. Hou Yugang, Member of the Party Committee and Deputy General Manager of SDE, relevant leading officials from China Railway Taiyuan Bureau, Hohhot Bureau, Zhengzhou Bureau, Xi’an Bureau, Jinan Bureau, Tai’an Municipal Government and Dongping County Government, as well as partners including Yankuang Energy, Marketing and Trade Company, Yankuang Logistics and Yankuang Tai’an Port attended the symposium.
