Shandong Energy Group Conveys and Implements the Guiding Principles of General Secretary Xi Jinping’s Important Instructions and Directives, Emphasizing the In-Depth Launch of the “Comprehensive Risk Inspection and Rectification” Campaign

On the morning of 25 May, Shandong Energy Group (“SDE” or “the Group”) convened a special meeting to deepen the study and carry through the implementation of General Secretary Xi Jinping’s important discourse on production safety and the guiding principles of the important instructions he issued on the coal mine gas explosion accident in Qinyuan County, Changzhi City, Shanxi Province, and to arrange and deploy work on the “Comprehensive Risk Inspection and Rectification” campaign for safe production. Li Wei, Secretary of the CPC Shandong Energy Committee and Chairman of SDE, presided over the meeting and delivered a speech. Zhou Hong, Deputy Secretary of the CPC Shandong Energy Committee and General Manager, attended the meeting.

The meeting stressed that organizations at all levels must raise their political standing, resolutely implement the guiding principles of General Secretary Xi Jinping’s important instructions and directives, always adhere to the “Two Priorities”, tighten and consolidate safety responsibilities, build a solid line of defence for safety, and make every effort to ensure a sustained and stable safe production situation. They must carry out solid work on the “Comprehensive Risk Inspection and Rectification” campaign for safe production, deepen the building of safe production standardization, regulate safe production conduct, improve safe production conditions and strengthen foundational safety management, and earnestly implement the concept of standardization so that it can be fully comprehended, acknowledged and followed by the staff at the work site of the front line. They must strictly abide by the “Three Major Regulations”, resolutely eliminate the phenomenon of the “Three Violations”, strictly enforce the system of leading cadres taking shifts and standing duty underground, give full play to the technical management functions of the chief engineer, take genuine action and tackle the tough issues, grasp implementation firmly, and ensure that the investigation and treatment of risks and hidden hazards is carried through to the bottom and produces results. They must, in accordance with requirements, fully staff and strengthen professional and technical personnel in such fields as “One Ventilation and Three Preventions”, give comprehensive consideration to professional competence, knowledge structure, work experience and performance capability, assign suitable personnel to suitable positions, and let professionals do professional work. They must strengthen the construction, operation and maintenance of the “Six Major Systems” for mine safe production, strictly implement the requirement of “no operation without monitoring”, adhere to placing equal emphasis on “management, equipment, personnel quality and systems”, and vigorously promote the foundational construction of mine safety. They must strengthen the application of the results of the “Two Evaluations” — the evaluation of production and operations and the evaluation of work safety — discover problems, raise problems, analyse problems and solve problems in a timely manner, and comprehensively raise the overall level of safe production and operational management. They must advance the “Four Optimizations” in depth, unswervingly eliminate and withdraw backward mines and mines with severe hazards, actively strive for high-quality resources, and promote the safe and sustainable development of the enterprise.

The meeting also made arrangements for work related to solidly carrying out the “Safe Production Month” activities.

The meeting was held via video conference. Shandong Energy Group leaders Jiao Qisheng, Liu Jian, Ru Gang, Liu Qiang and Hou Yugang, Chief Financial Officer Yang Zaichang, and Senior Executive Wang Libao attended the meeting.
