Shandong Provincial People’s Government pioneered the establishment of five regional emergency rescue centers for mining and geological disasters, forest fires, hazardous chemical accidents, natural disasters and marine disasters by integrating the emergency rescue resources of the province. Li Wei pointed out that Shandong Energy has been entrusted the task of building Shandong Provincial Emergency Rescue Center for Mining and Geological Disaster (the emergency rescue center) is a manifestation of the government’s full trust in Shandong Energy Group. Li Wei requested that Yanzhou Coal should take quick actions and make concentrated efforts when constructing the emergency rescue center despite the challenges brought by heavy rainfalls, tight schedules and heavy work. Based on enterprise demand and social responsibilites, a high quality emergency rescue center should be constructed with reasonable planning in terms of the team layout. The regular and normalized training should be organized and conducted in an attempt to build a world-class emergency rescue team. In accordance with the function positioning of "four bases and one center" namely, equipment reserve base, educational training base, joint training base, technical support base and dispatching command center, Yanzhou Coal should make full use of emergency training facilities including the realistic simulation drill facility, concentrate on improving the security awareness of team leaders and strengthen the educational function of the emergency rescue center by promoting emergency education to the general public. The ultimate goal is to build a world-class emergency rescue center.

It is also crucial to strengthen the sense of responsibility, and improve rescue skills and social rescue capabilities. At Shandong Rescue Center, the team must focus on the rescue readiness and build itself into an elite force that is well-positioned for action and victory at any time. The purpose is to establish a world-class emergency rescue base.

Shandong Provincial Emergency Rescue Center for Mining and Geological Disaster was founded on April 29, 2020, thanks to the decision of CPC Shandong Provincial Committee and Shandong Provincial People’s Government to build 5 regional emergency rescue centers across the province, so as to ensure the sound arrangement and swift dispatch of rescue forces in line with the principle of proximity.

The Center covers an area of about 40.16 acres and is responsible for emergency rescue for mines and geological disasters within the province, including Jining, Zaozhuang, Tai'an, Linyi, Heze and other cities. It aims to build 9 major functional areas, including a dispatching command center, a mine disaster rescue training area, a geological disaster rescue training area, a rescuing equipment warehouse, a rapid responding platform, an outdoor comprehensive training area, an indoor physical training area, a simulation training area, and a living and office area, all of which are to be completed before the end of 2021.
