On August 20, the third round of the "100-day Campaign" Scheduling Meeting for Yulong Island Refining-Petrochemical Integration Project was held in Longkou City, Yantai, where the work of the previous two rounds were summed up and the task targets for the third round were specified.

All participating departments were encouraged to pursue early fruitful results. Fu Mingxian, Member of the Standing Committee of the CPC Shandong Provincial Committee and Secretary of the CPC Yantai Municipal Committee, Li Wei, Secretary of the CPC Shandong Energy Committee and Chairman of SDE, attended the meeting and delivered speeches. Zheng Deyan, Deputy Secretary of the CPC Yantai Municipal Committee and Mayor of Yantai City, presided over the meeting.

At the meeting, Fu Mingxian hailed the early success of the past campaigns. He said that the Project has progressed from overall design to long-term design, from ordering to overall manufacturing in terms of procurement, from underground construction to surface installation, and from the construction within the island to whole construction both inside the island and outside.

 Fu Mingxian asked the CPC Yantai Municipal Committee, the Municipal Government, shareholders and construction units to tackle difficulties head-on in five aspects. First, attention must be paid on key links，such as engineering design, project construction and equipment installation with systematic thinking, so as to maintain the growing momentum of project construction.

Second, we shall put the park construction on a high starting point and with high standard and high-quality. Third, progress should be made on credential constraints, and conquer them one by one. Fourth, it is necessary to focus on the service guarantee, so as to elevate the quality and efficiency of project construction. Fifth, we shall strengthen the bottom line thinking, control the five major areas of epidemic prevention and control, project quality, safety production, clean government building and equipment stability, and resolutely win the battle of Yulong Island Refining-Petrochemical Integration Project and set the stage for the 20th National Congress of the CPC with excellent performance.

Li Wei said that after officially participating in Yulong Island Refining-petrochemical Integration Project in November 2021, SDE has conscientiously implemented the deployment given by Shandong Provincial Peoples’ Government and the CPC Shandong Provincial Committee, actively shouldered responsibilities as a major SOE, and strengthened communication and cooperation with shareholders. By pooling advantageous resources, SDE offered all-round support for the project construction, secured victory in the first two rounds of “100-day battle” and completed relevant construction tasks.

Li Wei stressed that in the third round of the “100-day Campaign”, SDE will resolutely carry forward the spirit and follow the guidance, both of which, are delivered at the Work Conference on Promoting the Innovation-driven and High Quality Development of Provincial SOEs and Key Work Deployment Conference on Social and Economic Development of Shandong Province. Viewing Yulong Island Refining-petrochemical Integration Project as the key project to achieve strategic transformation, SDE will be committed to completing all tasks assigned and realizing all goals set in the third round of the “100-day Campaign”. SDE will strive to forge this project into an industrial benchmark through win-win cooperation, cultivate a modern enterprise based on relevant laws and regulations, provide guarantees for project construction and operation by tapping the respective advantages of all parties. With a sense of purpose, SDE will carry on with its responsibilities and push forward the project construction at full speed so as to make greater contributions to the forging of a strong and modern socialist province in the new era.

Zheng Deyan requested that the shareholders and participating units should fully shoulder respective responsibilities, spare no efforts to solve major problems, strive to complete all tasks  and ensure the project construction would progress abiding by the timeline.

At the signing ceremony, Ru Gang, Vice General Manager and Chief Auditor of SDE, and Mou Shuqing, Member of the Standing Committee of the CPC Yantai Municipal Committee, Executive Vice Mayor of Yantai, Secretary of the Public Works Committee and Director of the Management Committee under Yantai Economic & Technological Development Area, signed the cooperation agreement on behalf of both parties respectively. In reference to the agreement, the two parties will devote themselves to all-round strategic cooperation in the fields of high-end chemicals, new energy, high-end equipment manufacturing and others.

Prior to the meeting, the participants paid on-site visits to the Yulong Island diesel hydrogenation plant and ethylene plant.
