On the afternoon of August 18, the awarding ceremony of Shandong State-owned Assets Technology and Innovation Base was held in Shandong Energy. Wang Xuchao, Member of the CPC Shandong SASAC Committee and Deputy Director of Shandong SASAC, and Li Wei, Secretary of the CPC Shandong Energy Committee and Chairman of SDE, delivered speeches respectively. Zhang Baocai, Deputy Secretary of the CPC Shandong Energy Committee, Director and General Manager of SDE, presided over the ceremony.
Wang Xuchao said that the establishment of "Shandong State-owned Assets Science and Technology Innovation Base" focuses on the "top 10" industrial fields in Shandong, with the goal of fostering emerging industries, attracting innovative talents, and commercializing sci-tech achievements. The base aims to give out the leading role of the "chain master" in the industrial chain of provincial enterprises, promote the complementary development of the industrial chain and the innovation chain, create a distinctive science and technology innovation ecology, improve the capabilities of technological innovation of enterprises, and build a new carrier for technological innovation of SOEs.
As expected, SDE shall undertake the task of building a provincial enterprise science and technology innovation carrier, further improve the construction plan of the science and technology innovation base, make clear development planning goals, improve innovation mechanisms, and pool more resources in resource allocation, capital investment, talent introduction and education, etc. When all this happens, the "Shandong State-owned Science and Technology Innovation Base" will open new horizons for innovation, thus fueling the construction of Shandong Province as a strong science and technology powerhouse.
Li Wei said that the establishment of "Shandong State-owned Assets Science and Technology Innovation Base" showcased Shandong Provincial SASAC’s commitment in enhancing the science and technology innovation capability of major provincial SOEs, which is also the key focus of the Work Conference on Promoting the Innovation-driven and High Quality Development of Provincial SOEs. SDE highly values the building of “Shandong Provincial SOEs Science and Technology Innovation Base”, and is fully engaged in designing and building SDE Science and Technology Innovation Park in Jinan with industrial leading standard. According to the strategic positioning of "technology R&D, achievement transformation, enterprise incubation, talent attraction and cultivation", SDE aims to build 6 major R&D platforms such as National Engineering Research Center of Large-scale Coal Gasification and Coal-based New Materials, New Materials Research Center, Shandong Energy-Shandong University Research Institute and others. In addition, SDE strives to cultivate “Shandong Provincial SOEs Science and Technology Innovation Base” with world-class standard and gradually forge a complete innovation ecology that combines fundamental research, technology breakthroughs, industrialization of research results, technological finance and talents support. Looking forward, SDE will see this ceremony as the impetus to further implement the innovation-driven development strategy, continuously optimize the science and technology innovation ecology, increase the R&D investment, enhance policy support and talent introduction. The ultimate goal is to build the Base into an incubator for science and technology innovation that will empower enterprises and contribute to the cultivation of a modern Shandong province with strong and advanced technologies.
