On the afternoon of October 25th, the theory study task-force of the CPC Shandong Energy Committee pored over the spirit of the 20th National Congress of the CPC, in order to keep political alignment and thinkably implement such spirit in light of SDE’s actual conditions. Li Wei, Secretary of the CPC Shandong Energy Committee and Chairman of SDE, presided over the meeting and delivered a speech.
At the meeting, Yue Baode, Deputy Secretary of the CPC Shandong Energy Committee and Director and Chairman of the Trade Union of SDE, took the lead to learn the "Resolution of the 20th National Congress of the Communist Party of China on the Report of the 19th CPC Central Committee". Zhang Kuangjun, one of the representatives of the 20th National Congress of the CPC, conveyed the spirit of the Congress.
The Congress is a meeting of great importance. It takes place at a critical moment as the entire Party and the Chinese people of all ethnic groups embark on a new journey to build China into a modern socialist country in all respects and advance toward the Second Centenary Goal. The decisions and deployments made at the meeting and the achievements displayed will play an enormously important guiding role in building a socialist modernized country in an all-round way, promoting the great rejuvenation of the Chinese nation, and securing new victory of socialism with Chinese characteristics.
The meeting pointed out that in-depth study, publicity and implementation of the spirit is a major political task at present and in the future. SDE must act in full swing to create a learning wave. The members of the CPC Shandong Energy Committee and Party members and cadres at all levels should take the first step in perusing the spirit, and infuse the Party's innovative theory into all processes of the high-quality development. It is imperative to host the "Shandong Energy Lectures", set up a touring publicity group, and interpret the spirit face-to-face with primary-level Party members and cadres. All grass-roots Party organizations shall flexibly mobilize Party members and staff to study hard, so as to make the spirit more deeply popular.
Key messages delivered at the meeting include giving priority to CPC party building, consolidating the fully-integrated, realistic, innovative and effective party building model and verifying the work performance of the party branch secretaries. It is also requested that SDE should further cultivate its “1+1+N” party service mechanism under which the party members will forge bonds with staff members and provide them with services. SDE should also strive to develop CPC committees and party branches with distinctive features and ensure that 96% of CPC branches at all levels are rated as “excellent”. It is imperative to implement the green and low carbon transformation. SDE will stay resolute to develop safe, efficient, green and intelligent coal mines, strive to extend industrial chain and create added-value for the high-end chemicals industry, and remain committed to strengthening industrial chain and diversifying complementary source of energy through the synergy of SDE and others for the electric power industry. SDE will orderly cultivate and expand the new energy & new materials industry with the goal of achieving cluster development. For the high-end equipment manufacturing industry, SDE aims to cultivate it through an intelligent, specialized and innovative approach. For the modern logistics & trade industry, SDE aims to upgrade the industry, stabilize the trade volume, and increase the economic benefits on the basis of the manufacturing industries. All these efforts are taken to facilitate the high-quality development of SDE. SDE should integrate and reshape the existing R&D resources, enhance its efforts in building a R&D, and innovation base at the headquarter, take effective measures to recruit talents, deepen the high-level technological cooperation with R&D institutes and universities, establish a number of technological innovation alliances, and jointly build technological innovation centers, key laboratories and other R&D institutions. SDE should explore the rewarding and incentive mechanisms to secure breakthroughs in a batch of major technologies and achieve national science and technology awards.
The fourth quarter is not only crucial for the successful completion of all annual tasks but also important for the top-down, nationwide study for the guidance and instructions delivered through the 20th CPC National Congress. Therefore, it is high time that party members at all level heightened their political visions, fully shouldered responsibilities at work and resolutely achieved “three guarantees”. First, SDE must guarantee safety in production. With its focus on identifying and eliminating safety hazards and risks, SDE should conduct specialized safety enhancement reforms so as to ensure that production is only carried forward under safe conditions. Second, SDE must ensure the successful completion of all the key annual tasks. The key annual tasks determined at the beginning of 2022 include 12 major items and 39 minor ones, which must be efficiently and successfully completed in accordance with work schedules by adopting a KPI and responsibility driven work mechanism. Third, SDE must guarantee the effective prevention & control of the pandemic. SDE should strictly implement all the prevention & control measures, dynamically analyze and evaluate general situation and firmly safeguard the well-being of all staff members. Senior management of SDE including Zhang Baocai, Zhang Ruoxiang, Liu Yuanchao, Yue Jianghua, Liu Jian, Ru Gang and members of the Party Theory Center under CPC Shandong Energy Committee attended the meeting.
