On April 12, the National Energy Administration released the "Guidance on Energy Work in 2023" (hereinafter referred to as "Guidance"). As stated in the "Guidance", China will continuously enhance its capability in guaranteeing energy supply. In 2023, China plans to produce a total of 4.75 billion tons' standard coal so as to realize stable improvement in energy self-sufficiency. For crude oil, China will prioritize stability while pursing increase in the production volume. While rapidly lifting the production volume for natural gas, China also ensures that the coal production capacity maintains at a reasonable level. The electricity supply will remain sufficient with the installed capacity for power generation reaching 2.79 billion kW, the power generation volume hitting around 9.36 trillion kWh and the power transmission capacity reaching 310 million kW under the "West-to-east power transmission" project.
Structural transformation was further advanced. The proportion of coal consumption steadily declined, and the proportion of non-fossil energy in total energy consumption increased to about 18.3%. The proportion of installed power generation capacity of non-fossil energy increased to about 51.9%, and the proportion of wind power and PV power over the total consumption reached 15.3%. Steady progress was made in promoting replacement of electricity in key areas and quality and efficiency of energy use. Energy consumption per unit of GDP was cut by 2% year-on-year. The average utilization hours of inter-provincial power transmission channels were maintained within an appropriate range and the utilization rate of wind power and PV power generation was also kept at a reasonable level. A number of new energy sci-tech innovation platforms were established, and paces were quickened to pursue breakthroughs for bottleneck technologies and equipment.
