On the morning of June 28, the "2023 National Coal Trading Fair," hosted by China National Coal Association and organized by China Coal Transportation and Distribution Association and the Rizhao Municipal People's Government, was held in Rizhao. Li Wei, the CPC Shandong Energy Committee and Chairman of SDE, attended the opening ceremony and delivered a keynote speech.
Li Wei emphasized that safe, green, intelligent, and efficient mining is the practical choice and necessary path for the coal industry to implement the dual-carbon strategy, accelerate transformation and upgrading, and achieve high-quality development. Shandong Energy has formulated the "14th Five-Year Plan" for intelligent construction. As a result, nine coal mines have become the first batch of national-level intelligent demonstration mines, and 15 coal mines have been built to meet the national intelligent demonstration standards.
Additionally, significant efforts have been made to enhance green mining technology research, leading to the establishment of a three-tier filling technology system comprising "solid waste dry filling, cemented filling, and high-water cemented filling." SDE has also pioneered over 10 filling mining process technologies, resulting in a total filled mining output of 30 million tons and a reduction of 5 million square meters of land subsidence.
Li Wei expressed that in response to the recent energy supply shortage, Shandong Energy has shouldered its responsibilities as a state-owned enterprise, making all-out efforts to ensure production, supply of thermal coal, commitment to long-term agreements and price stability. Various measures have been implemented, such as adjusting production structures, suspending the coal sale in the market, reducing raw coal processing and curtailing coking coal.
The Company has spared no cost to increase the delivery volume of steam coal and improve the fulfillment rate of steam coal contracts, resulting in a cumulative supply of 128 million tons. SDE has also strictly adhered to the middle-to-long-term steam coal price policy issued by the National Development and Reform Commission, signing 77.8 million tons of steam coal contracts in 2023. SDE has developed a three-year plan for coal reserve capacity construction and has implemented 15 coal stocking projects. Currently, 9 coal stocking projects have been completed, forming 12.9 million tons of coal stock able to be dispatched by the government. The aim is to establish a coal stocking capacity of 18.5 million tons by the end of the year and remain committed to completing the coal stock task for peak summer.
With the concept of achieving "coexistence and win-win", SDE has established a Chinese Coking Coal Brand Cluster with other 7 top Chinese coking coal enterprises and comprehensively strengthened the coordinated development of the "coal, steel and coke" industrial chain. With long-term contract mechanism for clean coal in place, which features "annually locked volume, quarterly pricing and adjustment", SDE has contributed positively to the stabilization of market, price and anticipation" and safeguarded the supply chain of "coal, steel and coke".
Li Wei commented that coal enterprises will continue to pay pivotal roles in guaranteeing energy supply and national energy security and facilitate the building of a new energy system. First, a national coal league shall be forged to ensure sufficient energy supply. Second, more M&As should be conducted in the coal industry to enhance the state's regulatory capacity, with a special focus on Shaanxi, Inner Mongolia, Xinjiang and other regions with rich coal resources. Third, a new coal industrial system should be built with increased investment in R&D and favorable policies in place for enhancing coal mine safety, promoting green and intelligent mining, and upgrading industrial chain.
It is known that this Summer Coal Trade Conference is themed by" Implementing the Guidance from the 20th National Congress of the CPC, and Guaranteeing the National Energy Security and Industry&Supply Chain Safety". It is suggested that coal enterprises should continuously strengthen the supply system, give full play to the decisive role of the market in resource allocation, better tap the functions of government, promote the stable and healthy operation of the coal market, and coordinate the high-quality development of coal and its downstream industries.
During the conference, Li Wei also paid a on-site visit to the Rizhao Yellow Sea Pearl Square Project undertaken by Yankuang Donghua Construction Co.,Ltd.( Donghua Construction). Li Wei requested Donghua Construction earnestly implement the guidance from SDE Construction Themed Conference, efficiently conduct safety, quality and cost control, scientifically analyze the market trends, expand sales channels, make precise plannnings for project operation so as to cultivate high-quality projects that help improve urban life quality.
