On December 28, Shandong Energy's 2025 work conference was held in Tai'an. The meeting thoroughly studied and implemented the spirit of the Third Plenary Session of the 20th CPC Central Committee, summarized the work in 2024, deployed the major tasks for 2025, and mobilized various levels of units to unify their thoughts, promote reform and integration, and finish 14th Five-Year Plan goals with high quality. The ultimate purpose is still to be a clean energy supplier and a world-class enterprise. Li Wei, Party Secretary and Chairman of SDE, delivered a speech titled "Focusing on Reform and Innovation, Deepening Integration, and Achieving Overall Victory in the 14th Five-Year Plan with High-Quality Development", while Zhou Hong, Deputy Party Secretary, Director, and General Manager of SDE, presided over the meeting.
In his speech, Li Wei pointed out that in 2024, facing the complex and severe economic landscape and reform and development tasks, various levels of organizations responded to challenges, conscientiously implemented the decisions and deployments of the CPC Central Committee and Shandong Provincial Committee, and bravely undertook the political, economic, and social responsibilities as a state-owned enterprise. SDE has promoted key tasks such as reorganization and integration, cost reduction and efficiency improvement, and institutional reform, achieving remarkable results. SDE has made new progress in enhancing comprehensive strength, optimizing traditional industries, developing emerging industries, innovating systems and mechanisms, making R&D breakthrough, and resolving historical issues, laying a solid foundation for the conclusion of the "14th Five-Year Plan".
Li Wei summarized the nine characteristics of high-quality development since SDE's merger and reorganization, pointing out that comprehensive strength has risen to a new height, and major economic indicators remain at the forefront of all Shandong provincial enterprises; the leading industries have been optimized and better integrated, forming a "3+1" main business system; the control system is turning more efficient, with initial progress made in intensive operation; technological innovation has achieved breakthroughs, with outstanding achievements in coal mining and intelligence fields; capital operations have been continuously optimized, with business expansion to 22 provinces (regions) in China and 17 countries (regions) across the globe; market mechanism reforms have been deeply promoted, initially establishing a routine mechanism for "Three Capabilities" reform; chronic problems have been steadily resolved, while stock assets have found a way to be better used; safety management has refocused on de-risking, with a systematic safety production system in place; Party building work has been deepened, with the staff’s morale widely boosted.
After analyzing the current situation and challenges, Li Wei clarified the goals and tasks for 2025, requiring the whole Group to follow reform and innovation, focus on stable transition to increments in foreign trade, and enhance core functions and competitiveness, laying a solid foundation for the overall victory of the "14th Five-Year Plan". Li Wei emphasized the need to balance the whole and partial issues, major and non-major businesses, stocks and increments, as well as inputs and returns. Revolving around core function improvement, carrying out the "Five Integration Improvement Year" activities in industrial restructuring, human resources, layout structure, risk prevention and control, and Party-building culture, our staff are jointly endeavoring to inject new momentum into the high-quality development of the whole Group.
Li Wei particularly emphasized that in 2025, attention should be paid to stabilizing the main business, deepening reform, driving innovation, optimizing rectification, preventing risks, and leading Party building. The coal, power, and new energy industries should strike a balance between increasing production and green and low-carbon development; the high-end chemical and new materials industries should extend and improve the chains, and realize clustered development; the modern logistics and trade industries should achieve resource synergy and quality and efficiency improvement; the strategic mineral resources should be developed through future M&As. By deepening SOE reform, optimizing the management and control system, promoting human resources and KPI assessment innovation, SDE will take solid steps in governance standardization and vitality release. With core technology innovation, digital transformation, and talent mechanism optimization as the focus, a new-quality development system will be built.
Li Wei required all units to seize opportunities and make provident arrangements to ensure a good start for 2025. He stressed the need to stabilize the first quarter's economic operation, precisely implement safety management deployments, effectively control risks, uphold integrity and thrift, promote the efficient implementation of SDE's various tasks for this year, and strive for the overall victory of the "14th Five-Year Plan". The meeting called on all staff to see on the same page, forge ahead with determination, and make new and greater contributions to the high-quality development, thus providing strong support for the economic and social development of Shandong Province.
