Fenghuangshan Iron Mine Begins Integrated Trial Operations Shandong Energy Group Enters a New Stage in Securing Strategic Mineral Supplies

Fenghuangshan Iron Mine, operated by Huibaoling Company under Luxi Mining, began integrated trial operations on the morning of August 18. The launch marked a major milestone in the mine’s transition from construction to production and a new stage in Shandong Energy Group’s (“SDE”) efforts to secure supplies of strategic minerals. Li Wei, Secretary of the CPC SDE Committee and Chairman of SDE, attended the ceremony and announced the start of trial operations.

Li described Fenghuangshan Iron Mine as a key project supporting China’s strategy for energy and resource security and SDE’s development of strategic mineral resources. It is also another landmark in the Group’s broader expansion into metals and non-coal mining. He commended the entities involved for maintaining rigorous construction standards and overcoming challenges to complete the project and bring the mine into integrated trial operation, which also marked a new beginning for high-quality development of SDE’s non-coal businesses.

Li urged Huibaoling Company to use the trial operation phase to advance its goal of setting a benchmark for non-coal mining in Shandong, with a focus on safety, environmental sustainability, smart technologies and efficiency. He called for further implementation of the three-year action plan to strengthen workplace safety, coordinated management of the entire process from ore extraction and tailings disposal to solid waste reuse and ecological restoration, and faster digital transformation. These efforts should ensure that the mine meets high standards as it enters production, achieves operational excellence and delivers high-quality development. He also called for meticulous execution and clearly defined tasks in line with the “Five Controls” and “Four Ones” mechanisms, making Fenghuangshan a mine that delivers strong economic returns and serves as a model for the transformation and upgrading of Shandong’s non-coal mining industry.

 Liu Jian, a member of the Standing Committee of the CPC SDE Committee and Deputy General Manager of SDE, presided over the ceremony. Representatives of Luxi Mining, Shandong Energy Group Construction Group and Hebei Taihang Iron and Steel Group delivered remarks respectively.

Participants then toured the mineral preparation plant at Fenghuangshan Iron Mine.

Fenghuangshan is a major modern iron ore mining project developed by SDE in response to the CPC Shandong Provincial Committee and Shandong Provincial Government’s call to strengthen mineral resource security and increase reserves and production of strategic minerals. Once it reaches full production capacity, the mine will co-build an iron ore industrial park with an annual capacity of 10 million tonnes, supporting the growth of metal mining in Shandong and contributing to the region’s economic and social development.
