On third day in Chinese lunar new year (February 8, 2022), Li Wei, Secretary of the CPC Shandong Energy Committee and Chairman of SDEG, went to Luxi Mining where he visited the front-line workers on-duty during the spring festival holiday and inspected their works on safety production as well as works to ensure coal stock and supply.

At Tangkou Coal Mining where staff were participating in the Q&A session on Shaft Safety, Li Wei exchanged New Year’s greetings with the front-line workers ready for entering the mine and urged them to abide by the operation instructions as so to ensure safe production. In addition, Li Wei got into the underground mine and visited the front-line staff at the 6315 intelligent advancement working face. Li Wei stressed the need to adhere to “three priorities” for safety production and the importance to strictly obey relevant laws and regulations. He specially mentioned that in areas with rock burst risks, production should come after the pressure being unloaded and all advancement works must be stopped during pressure unloading. In order to guarantee the safety of our front-line workers, pressure unloading and production must not proceed in parallel. Tangkou Coal Mining should view the safety guarantee as the biggest welfare for its staff, bear it in mind that the key for successful safety management is abiding by relevant rules and regulations in production and arrange works with earnestness and circumspection. In addition to safety management, Tangkou Coal Mining should also take the lead and pursue excellence in quality standardization, intelligent mining, integration of IT application and industrialization, corporate culture construction and others.

Back to the surface, Li Wei paid a site visit to the stock yard to know the details about coal storage and distribution during the Spring Festival, and put forward requirements on coal storage, loading, transportation as well as the construction of coal blending base.

Later, Li Wei hosted a meeting during which he listened to the work reports presented by the heads from Luxi Mining and Tangkou Coal Mining and pointed out Luxi Mining has achieved stunning results by creatively and comprehensively implementing SDEG’s instruction on industrial and regional integration. In the next stage, while considering its real work settings, Luxi Mining should further specify work standards, develop concrete measures and guarantee full implementation in accordance with the deployment made by SDEG. Great importance should be attached to disaster management in mining. Luxi Mining should enhance safety awareness through staff training and prepare sufficient equipment by increasing investment and make sure that production will proceed only after safety is guaranteed.

In terms of the prevention and control for rock burst, the principle of “general to specific, management by regions and categories” should be well implemented. By employing advantages and avoiding shortcomings, Luxi Mining will break the bottleneck for disaster management and truly put the “five steps” into practice, namely disaster prediction, monitoring and early warning, prevention management, effectiveness testing, safety management and eventually promote and replicate successful experiences. Great attention shall be paid to the management team and talents building. Luxi Mining should unswervingly implement the “31789” talent project by enhancing staff training and staff rotation for the purpose of laying solid talent foundation for SDEG’s development. “Two increases, three reductions, three improvements” are the core for management and through the integration of IT application and industrialization, Luxi Mining can tap the hidden advantages in management and continuously reduce costs and improve economic benefits. It is also requested that hydraulic systems should be more widely applied in road-headers to contribute to the realization of standard circular operation. Luxi Mining should further practice the “two optimizations and three reductions”, employ the technology management advantages shown in mine safety management, upgrade and optimize its devices and equipment so as to achieve automated, intelligent and intensified development, which will bring down demands for labors. The ultimate purpose is to ensure that the “155, 277, 388” goal could be achieved. As a SOE, Luxi Mining should also comprehensively strengthen party building, firmly follow CPC’s leadership and implement “one principle runs through it all, one unity pervades all things”. CPC Luxi Mining Committee’s responsibilities include setting general direction, taking overall control as well as ensuring implementation of all works. Based on a fully-integrated, realistic, innovative and effective party building model, Luxi Mining will coordinate CPC Luxi Mining Committee, related party branches and party members to deeply integrate party building with safety production and continuously enhance the well-being and happiness of all its staff.
