On April 16, Shandong Offshore Wind Power Project, Offshore Photovoltaic Project and Dongying Offshore Wind Power Equipment Industrial Park started construction in Dongying. Upon the first pile foundation being placed into the sea, Middle Bohai Sea Offshore Wind Power Project of SDEG started and marked the start-up of comprehensive construction of Shandong’s first Grid-parity Offshore Wind Power Project. Ling Wen, Vice Governor of Shandong Province and Member of the Party Group of Shandong Provincial People’s Government, announced the start. Li Wei, Secretary of the CPC Shandong Energy Committee and Chairman of Shandong Energy Group, attended the launching ceremony and delivered a speech.
Li Wei said that SDEG's Middle Bohai Sea Offshore Wind Power Project is an important practice to implement the "Carbon Peaking and Carbon Neutrality" strategic deployment issued by the CPC Central Committee, build a clean, low-carbon, safe and efficient modern energy system and a new type of power system focusing on clean energy. It is also a concrete action to promote the optimization of Shandong’s energy mix and the economic development transformation. In recent years, SDEG has taken the new energy sector as a strategic priority and a strategic pillar industry, and has been designated as a provincial-level new energy investment platform by Shandong government. SDEG has achieved a lot of breakthroughs in the fields of offshore wind power, onshore wind power, and distributed photovoltaic development in sequence.
In the next stage, SDEG will conscientiously implement the decisions and deployment of the CPC Shandong Provincial Committee and Shandong Provincial People’s Government on developing wind power projects and strive to build the Middle Bohai Sea Offshore Wind Power Project into the first one across China that achieves grid parity by conducting strategic planning, adopting high-standards for project construction and ensuring high quality in project development. In the mean time, starting from offshore wind power development, SDEG strives to deeply integrate and implement the Ocean Development Strategy, does its utmost to develop the whole industry chain that integrates “offshore and onshore wind power, photovoltaic power, hydrogen energy, energy storage and herding industry” and endeavors to build a new energy base that features two industrial parks with their power generating capacity both exceeding 10 million KW, which showcases SDEG’s contributions to the cultivation of a strong and modern socialist province in the new era.
In the morning, Yue Jianghua, the member of the Standing Committee of CPC Shandong Energy Committee, Vice General Manager of SDEG and Chairman of Shandong Energy Group New Energy Co., Ltd., attended the signing ceremony of Dongying City Renewable Energy Cooperation, during which, Yue Jianghua introduced the development status of Middle Bohai Sea Offshore Wind Power Project and signed the strategic cooperation agreements with Dongying City and Sinopec Shengli Oilfield Administration respectively on behalf of SDEG. Shandong Energy Group New Energy Co., Ltd. signed relevant project cooperation agreements online or offline with CSSC Haizhuang Wind Power, Powerchina Zhongnan Engingeering Corporation Limited, Dongying Economic Development Zone, Shanghai Electric, Powerchina Huadong Engineering Corporation Limited and Dongying Port Economic Development Zone respectively.
Leaders of relevant authorities, such as Shandong Development and Reform Commission, Shandong State-owned Assets Supervision and Administration Commission, Shandong Provincial Energy Administration, Dongying Municipal People’s Government and the CPC Dongying Municipal Committee, and the principals from construction contractors and project cooperation partners attended the event.
Located in northern waters of Dongying City, Shandong Province, the Middle Bohai Sea Offshore Wind Power A Site Project, whose construction has just kicked off, is known to be the first offshore wind power project that has achieved grid parity in Shandong and also the first such project that has been approved after China’s offshore wind power industry enters into the era of parity. Starting from the preliminary works, it only took 99days for the project to be officially approved, which broke the record for the approval of offshore wind power project in China and showcased the “Shandong Energy Speed”. Its total installed capacity of the project is 501,000 kilowatts, composing of 60 units of wind turbines of 8.35 megawatts, and is projected to provide 1.698 billion kilowatt hours of clean electricity per year.
