SDEG establishes Mine Rescue Brigade, aiming to be a National First-Class “Iron Army”

On April 13, SDEG established Shandong Energy Group Mine Rescue Brigade by reorganizing its 6 mine emergency rescue brigades and 28 mine rescue squadrons within and out of Shandong Province. the Brigade is expected to be trained to be a national first-class emergency rescue "iron army" in accordance with the paramilitary requirements of "being well-equipped, well-skilled, well-trained and able to win" as well as the Group’s "six capabilities" program.

Li Wei, Secretary of the CPC Shandong Energy Committee and Chairman of SDEG, attended the ceremony and delivered a speech. He said that emergency rescue management is a key link in safety work and also an important measure for SDEG to promote regional, professional and centralized management. The reorganization will facilitate the  coordination and synergy of resources and improve the Group’s emergency management capabilities. It is of realistic and far-reaching significance for building a safe SDEG, including preventing major safety risks, addressing mine geological disasters and mine accidents, and improving the Group’s emergency management and rescue capabilities. Relevant entities should complete the optimization and reorganization work of the Brigade in the first half of 2022 in accordance with the deployment of SDEG in an well-organized and coordinated way, so as to ensure the rational distribution of emergency rescue resources.

 It is necessary to strengthen the construction of rescue bases and emergency material reserve bases by centralized management in three levels each with specific functions. It is necessary to solve the key problems to ensure that the team be successfully reorganized and well in place, the smooth communication with the local authorities to ensure that the coordination is in place, all-time stand-by is in place, and the equipment fund is guaranteed.

Li Wei pointed out the necessity to build an emergency rescue brigade in which each and every member to “follow the CPC's leadership, dare to fight to win, forge exemplary conduct and cultivate absolute loyalty". Meanwhile, members must keep in mind the original aspiration, put equal emphasis to management, equipment, training and team-building, and  strengthen the "six capabilities" (professional handling capability, emergency response capability, swift delivery capability, comprehensive support capability, collaborative combat capability, as well as competence maintenance).

Li Wei stressed that after the reorganization, SDEG should strengthen team building at all levels, efficiently establish relevant rules and regulations and ensure that personnel at all levels perform their respective duties and responsibilities in a timely manner. Based on different mine types and disaster levels, SDEG will equip rescue teams with sufficient, upgraded and advanced equipment. In addition, Li Wei requested that political building should always be prioritized and party building should be included in all work. By doing so, SDEG will be able to unite team members and form synergy to facilitate the completion of all tasks related to the reorganization of emergency rescue teams and publicize Shandong Energy’ Brand in emergency rescue.

Zhang Baocai, Deputy Secretary of the CPC Shandong Energy Committee, Director and General Manager of SDEG, presided over the meeting, and Yue Baode, Deputy Secretary of the CPC Shandong Energy Committee, Director of SDEG and Chairman of the Labor Union, announced the notice on adjustment of emergency rescue organization and appointment of relevant personnel.

The ceremony was held via a video link. Vice General Managers of SDEG, Zhang Ruoxiang, Liu Jian and Ru Gang, and Chief Safety Officer of SDEG, Wu Xiangqian attended the meeting.

It is known that the reorganized mine rescue brigade will be managed in two ways, namely listed company management and non-listed company management. Shandong Energy Group Emergency Rescue Management Committee (“the Committee”) has been established to provide unified management for the mine rescue brigades, under which, SDEG mine rescue brigade one and SDEG mine rescue brigade two have been set up. SDEG mine rescue brigade one is reorganized from Yankuang Energy mine rescue brigade and shoulders duties of the National Mine Rescue Shandong Energy Team and Shandong Provincial Mine and Geological Disaster Emergency Rescue Center. Besides, a sub-team of SDEG mine rescue brigade one is dispatched to perform duties in the eastern region of Ordos. SDEG mine rescue brigade two reorganized the mine rescue brigades belonging to Xinwen Mining Group, Zaozhuang Mining Group, Zibo Mining Group, Linyi Mining Group, Longkou Mining Group and Xinjiang mine rescue squadron and Guizhou mine rescue squadron. The six sub-teams are dispatched to perform duties in Middle Shandong, South Shandong, West Shandong, Shaanxi, Gansu, Shanghaimiao in Inner Mongolia and Xinjiang.
