On the morning of July 20, SDE successfully held the work conference for the second half of 2022 in Tai’an. During the conference, SDE delivered the key instructions from serial meetings recently held, reviewed and summarized the previous works, analyzed the current situation and deployed the tasks for the second half of 2022.
In his speech, Li Wei, Secretary of the CPC Shandong Energy Committee and Chairman of SDE, commented that since the beginning of 2022, all subsidiaries of SDE have conscientiously followed the deployment of CPC Shandong Committee and Shandong provincial government, resolutely prevented and controlled the pandemic, stabilized the economic development, ensured production safety and reached historical new high in term of total revenue, total profits, paid taxation and total assets.
20 subsidiaries have achieved increase in revenue and profitability, setting a new historical record.
In addition, SDE has realized breakthroughs in six key areas, namely the upgrading of traditional industry, the fostering of emerging industries, work integration and coordination, reform in system and mechanism, progress in key tasks and cultivation of harmonious and stable work environment.
Li Wei stressed that the second half of the year is crucial for completing the annual goals and tasks and forging new advantages for transformative development. SDE should systematically analyze the situation, stay clearheaded and remain committed to the completion of annual goals. Viewing energy security as a booster for Shandong’s high quality development, SDE should take the lead to stabilize production, guarantee supply, release advantageous coal production capacity, and fully facilitate government in the construction of coal reserve projects. As an implementer of the “transmitting outside power into Shandong” strategy, SDE taps its advantages as the provincial new energy investment platform, strives to secure breakthroughs in transforming older growth drivers into new ones and contributes to the stable operation of Shandong’s overall economy.
Li Wei pointed out that subsidiaries at all levels should proceed all works in accordance to the established blueprint, overall goals, work responsibilities and KPI assessment and strive to explore business potentials, halt losses and cultivate new growth points. SDE should accelerate the establishment of its 3+3 industrial system and enhance the leading industries’ capacity for revenue generation and profit making. For its coal industry, SDE should clearly define its regional industry positioning and orderly and gradually proceed the construction of intelligent mines. In addition, SDE will orderly promote the innovative development of green chemicals, new energy and new material industry by boosting projects construction, extending industrial chains and accelerating technological breakthrough. SDE will also vigorously develop new fine chemical materials and promote the coordinated operation of coal and electric power. SDE should continuously develop wind power, photovoltaic power and hydrogen storage, seek integrated operation of power source, power grid, power load as well as power storage, orderly build industrial bases that feature two industrial parks with their power generating capacity both exceeding 10 million KW, forage new energy bases outside of Shandong, which develop multi-type new energies including wind power, photovoltaic power and others, and establish new materials companies. While prioritizing risk control, SDE also value business scale and economic benefits. With industrial leaders as benchmarks, SDE will coordinate all industrial factors, expand its business into the whole industrial chain, tap its industrial advantages so as to achieve coordinated and complementary development in modern logistics and trade. SDE will cultivate its intelligent equipment manufacturing industry with special and innovative focuses, strive to rebuild its industrial bases and forge a demonstration zone for the high-quality development of its manufacturing industry.
Li Wei emphasized that we shall consolidate and improve the results of the three-year action of SOE reform, combine benchmarking initiative with the building of world-class enterprises, and promote the modernization of SOE governance systems and capabilities. On top of that, the Party Committee，Board of Directors and management team shall play their respective parts.
We need carry out the "12345" management and control model in an innovative way, deepen the reorganization of industrial areas, and indefatigably build SDE into a demonstration enterprise where the managers are mobile both upward and downward, wage distribution is science-based, and the workforce team is improved in an orderly manner.
Progress should be made to play out the main role of enterprises in promoting innovation, and lead innovation in all aspects with new technologies, new ideas and new models. We should work to see the deep integration of lean management and marketization and create maximum value with the smallest input of resources.
Li Wei stressed the importance of the "2356" safety production guarantee action, tackling the major contradiction of preventing major disasters, controlling risks and accidents, and plugging safety management loopholes. A new round of 3-year environmental protection action plan will be rolled out. Innovative financing tools must be put to good use so as to maximize policy dividends and financing advantages. It is critical to implement the strategy of "preventing imported case domestic resurgence" and the dynamic-zero policy, to minimally reduce the impact of Covid-19 on production and operation.
In the end, Li Wei emphasized that the prerequisite of achieving high-quality development of SDE, we must promote the spirit of the great Communist Party of China, deepen the 5-sphere actions in primary-level party building, cadre quality, cleanness, work style, and integrity, and effectively transform the advantage in party building into the decisive strength in high-quality development of enterprises.
Zhang Baocai, Deputy Secretary of the CPC Shandong Energy Committee, Director and General Manager of SDE, presided over the meeting. All units are required to earnestly study the spirit of this meeting as a way to ensure that all requirements are well implemented. Additionally, we should aim to finish the indicators for the second half of the year, focus on operation, stability and party building, and secure the bottom line of safety production, pandemic prevention and control, environmental protection, debt disposal, work integrity, and stability & security maintenance.
Yue Baode, Deputy Secretary of the CPC Shandong Energy Committee, Director of SDE and Chairman of the Labor Union, walked attendees through the spirit of the recent leadership meetings.
The representatives of Luxi Mining, Shandong Energy Chemicals, Shandong Energy Coal Marketing, New Energy Company, Zaozhuang Mining Group and Northwest Mining made speeches respectively.
The meeting is held by video-link. SDE leaders, Zhang Ruoxiang, Liu Yuanchao, Yue Jianghua, Liu Jian, Ru Gang, Liu Qiang, and Chief Safety Officer, Wu Xiangqian, attended the meeting.
