On the afternoon of July 19, Shandong Energy "Ankang Cup" Competition and the Outstanding Squad Commendation Conference was held in Tai'an. The event commended the advanced individuals and groups, so as to mobilize organizations and cadres at all levels to raise the benchmark for work performance and break new ground for the safety of workers and the team-building of squads, laying a solid foundation for the high-quality security development of SDE. Li Dongfeng, Member of the Party Group and Vice Chairman of Shandong Federation of Trade Unions, Li Wei, Secretary of the CPC Shandong Energy Committee and Chairman of SDE, and Zhang Baocai, Deputy Secretary of the CPC Shandong Energy Committee, Director and General Manager of SDE, attended the event.
In his speech, Li Wei said that the advanced groups and individuals who have been praised are outstanding representatives of SDE's first-line outstanding squads and the "Ankang Cup" Competition. Organizations and staff at all levels should earnestly draw on leading experience, learn from each other for further innovation, strive to stand out, and push the primary work performance to a new level.
Li Wei pointed out that in recent years, SDE has highly valued the primary-level work, and regarded the squad team-building and the staff safety as a carrier to strengthen the safety production management. The top design has been carried out systematically while the “Ankang Cup” Competition and squad team-building has turned more standardized, institutionalized and rational. The "Ankang Cup" competition covers 5 aspects, namely safety organization, safety education and training, safety innovation and efficiency improvement, safety supervision and safety activities. The team-building of squads has achieved four new enhancements in graded management and control system, self-management, assessment and supervision, and public participation.
Li Wei emphasized that “only when roots are deep, leaves can flourish” . Organizations at all levels must fully recognize the importance of safety building and the team-building of squads, and put them high on the agenda in order to deliver concrete results. We must achieve a unity in thinking and action, put people and their life first, and comprehensively improve the security governance. We must soberly recognize that "without the high-level management of primary-level squads, the high-quality development will just be empty talk". We shall do more to take the team-building of squads as a fundamental measure to promote the reform, innovation and transformation of the enterprise, and continuously improve the execution, creativity and efficiency of squads.
Li Wei requires that subsidiaries and cadres at all levels should firmly guard the safety bottom line, prioritize safety over production, economic benefits and enterprise development, carry forward the 3-year inspection and rectification actions on safety production, and solidly implement themed activities on safety guarantee so as to ensure the production safety in a resolute manner. A new mechanism featuring efficient management shall be built. Under the new mechanism, all subsidiaries shall resolutely shoulder their respective responsibilities, and all regional management teams and squads shall exercise duties in full autonomy. SDE will vigorously build reliable and trust-worthy regional teams and squads to ensure that on-site projects could meet the quality standards in a dynamic manner. SDE should further optimize the election and elimination mechanism for regional team leaders and regional squad leaders and strive to build regional teams and regional squads into units that feature high efficiency, efficient management, excellent staff, safe production, good economic benefits and high-level of trust. SDE should combine the safety work, regional teams and squads building with key duties including reform and innovation, production and operation, projects construction and others with the annual goals as benchmark index. The ultimate goal is to lead the carders and staff to take on responsibilities, generate sound performance, pursue excellence, enhance innovation and efficiency. Taking “competitions in six area and endeavors in six directions” activity as an opportunity, the regional teams and squads will compete for the leading roles and the winners will serve as role models for others to catch up. Thus, the atmosphere of pursuing excellence could be generated.
On behalf of Shandong Provincial Labor Union, Li Dongfeng congratulated SDE on the holding of the commendation ceremony. He requested that cadres and staff at all levels must enhance political awareness, revere life, abide by laws and regulations and always prioritize safety over production. SDE should encourage all staff members to actively participate in safety management, decision-making, innovation promotion and efficiency enhancement, ensure all staff shoulder their respective responsibilities, and lay a solid foundation for achieving production safety. SDE should view the "Ankang Cup" Competition and regional team and squads building as opportunities to innovate methods for safety education, further heighten staff’s safety awareness and improve staff’s safety and operation skills. The ultimate goal is to build a high-quality workforce and secure long-term safety and stability for SDE.

At the meeting, Yue Baode, Deputy Secretary of the CPC Shandong Energy Committee, Director and Chairman of the labor union of SDE, commended the winning teams (collective awards) and outstanding individuals of Shandong Energy's "Ankang Cup" Competition. Zhang Ruoxiang, Member of the Standing Committee of the CPC Shandong Energy Committee and the Vice General Manager of SDE, announced the decision on awarding the "Double Top Ten" regional teams and "DoubleTop Hundred" regional squads.
At the commendation ceremony, Li Dongfeng, Li Wei, Zhang Baocai, Yue Baode, Zhang Ruoxiang, Liu Jian, Ru Gang and Liu Qiang presented awards to winning teams of "Well-being Cup" competition, “Double Top Ten" regional teams, "Double Top Hundred" regional squads, excellent miners’ wives, excellent team supervisors, excellent coordinators, excellent team supervision unions, excellent coordination unions as well as excellent youth safety guards.
