On the morning of December 29, the National Intelligent Mining and Safety Development Video Conference was held in Beijing, featuring the attendance of State Councilor Wang Yong. Li Wei, Secretary of the CPC Shandong Energy Committee and Chairman of SDE, attended the meeting and delivered a speech.
Li Wei said that since the National Coal Mine Intelligent Construction On-Site Meeting in September 2020, SDE has fully implemented the requirements of State Councilor Wang Yong to "reduce the underground staff by deepening mechanization and automation and build a batch of intelligent demonstration coal mines", and borne in mind the concept of "better safety with fewer workforce, higher efficiency and reliability and more practical and effective results", so as to further promote the upgrading of intelligentization.
Li Wei presented that in terms of "three mechanisms", SDE has worked hard to strengthen top-level design, establish a planning standard leading system and clarified the overall goals of "1354", so as to make sure that intelligent construction is well-established and law-abiding. It is important to establish a science-based classification mechanism, and according to the actual situation of mines, build leading mines, demonstration mines, fundamental mines, promotion mines and systematic mines while meeting the goal of "155", "277" and "388" workforce control targets. It is crucial to set up a routine assessment and evaluation mechanism and steer the intelligent construction shifting from a "boss-level project" to a "mass-level project".
Li Wei added that in terms of "four major supports", SDE has followed an innovation-driven path by strengthening cooperation with universities, R&D institutions and academician-led teams to foster an joint innovation platform. Technical support must be enhanced by progressing key core technologies development, such as inertial navigation positioning, intelligent fully-mechanized top-coal caving mining, and intelligent mining under complex geological conditions.
SDE has been consolidating equipment support. Oriented by the development model that values automation and favors highly reliable equipment, SDE has renovated and upgraded its shearers, excavators mechanical and electrical devices, and other equipment used for transportation, ventilation, hazards prevention, coal preparation and other purposes. SDE has been enhancing talents support. Based on the practical demands, SDE aims to provide technicians and operators in the field of intelligent engineering with comprehensive training. The training might proceed in forms of "tailored-made training + onsite drilling", "onsite exchanges with internal staff + benchmarking with external industrial peers" and others.
According to Li Wei's introduction, SDE has enhanced its efforts in five areas so as to build demonstration coal mines. SDE has focused on building demonstrating coal mine. Now a total of 9 national demonstration coal mines have been successfully built. SDE has devoted to promoting automation and unmanned operation. By far, SDE has installed a total of 123 single-track cranes and equipped 32 mining areas with rubber-tyred vehicles, which led to a cut of 1489 work positions. SDE owns 130 intelligent mining work faces, which accounts for 80% of the total and has contributed to the reduction of 12000 underground workers totally. SDE has been constantly improving production efficiency. Intelligent mining has been fully realized for all the newly built regular coal mine working faces, which elevated the mining efficiency of over 50%. In addition, SDE has successfully built the intelligent super-long working face in medium-thick coal seam with annual output reaching 10 million tons and the automation rate approaching 99%. SDE has also been strengthening industry informationization. SDE has enhanced its IT infrastructure in underground coal mines and flexibly expanded its information resources. SDE has successfully built a comprehensive management & control platform for safety production technologies thus achieving the coordinated management & control of its businesses. Besides, SDE has independently developed its highly reliable 5G network system specialized for mining purposes, which has been widely applied in 20 mining sites. SDE has been committed to safeguarding the safety and health of all its staff. A safety information management & control platform has been established to achieve closed-loop management of safety risks and hidden hazards. At the pilot site, Zhuanlongwan coal mine, SDE organizes regular medical checkups using the all-in-one health device, conducts pre-shift evaluation using the AI health assessment devices and equips its staff with intelligent watches to monitor their health status in a real time manner. Besides, SDE has established a big data management platform and has realized real-time safeguarding of the life and health for all its staff during the whole mining process.
Li Wei said that intelligentization is a must-taken route to achieve safety and high-quality development of the coal industry. SDE will conscientiously implement the spirit of this meeting, and embark on a journey of intelligent construction with firm confidence and through hard work.
